Group Name: Sigurd Squadron Objective: Infiltrate key groups within Zawame, provide data on the Genesis Drivers Alignment: Evil History: Upon discovery and perfecting Energy Lockseeds, one of the first riders created was Kamen Rider Sigurd. It was decided that two people - Andrew Hodgins and Christina Arnett - would both be given an (altered) Genesis Driver and Cherry Energy Lockseed in order to give each other plausible deniability during there operations. Hodgins was in place to keep the Tokyo Metro Police out of the way while Christina provided medical care to Yggdrasil members and swept Invess attacks under the rug as freak accidents. Eventually Ray Shelton was added in help control the print media while Mia West was chosen to keep a closer eye on the Beat Riders/test subjects.
Publicly, Armored Rider Sigurd is seen as a force for good. The distorted voiced Rider often saves civilians from burning building and Invess attacks, making him look like the gray and red hero of the city. While this was by no means intentional, the big wigs decided that this facade would be a useful addition to the character of Sigurd. "Sigurd" is a mysterious yet heroic man who will do anything to protect his city, the latter of which can be blamed on Hodgins.
There Drivers are being monitored just like the other Drivers, but in this case all of the members of the team know exactly what is going on and often report back to Yggdrasil on problems, glitches, and occasionally requests about features they'd like (including individual weapons built for each of the members). Group Name: Nation Security Bureau Section Zero Objective: Protect Japan from magical threats and keep the existence of magic a secret. Alignment: Lawful Neutral History: Formed as a top secret branch of the Tokyo Metropolitan Police Department when an object of great power and unknown origins was discovered. Once the Japanese Government had become aware of existence and the great potential danger magic could possess, Section Zero was created to regulate and contain it.
The Founder and former leader of the group, Masanori Kizaki, choose the best suited individuals from the job from various other police branches, including one Rinko Daimon, and trained them to deal with various magical threats, though of course they're knowledge of the subject was yet to reach complete expert level. Kizaki met his end while investigating dangerous magical creatures known as Phantoms and the even referred to as the "Sabbath." His number two, Rinko Daimon, soon took command. Group Name: Black Hand Objective: Resurrect their master, The Necromancer (also known as the Dark One and the Fallen Wizard) Alignment: Chaotic Evil History: The origin of The Necromancer is a carefully guarded secret that only a select few are allowed to know. The Black Hand is a radical group of mages that split out from the White Wizards to serve the Fallen Wizard himself some time ago. Their own existence is a mostly a secret, though they have faced their white counterparts many a time in the past. It also believed by a few White Wizards that the Black Hand may have spies amongst their ranks. Group Name: Power Rangers Rail Rescue Objective: Discover the origins of the Scales and stop Zzyzx from whatever evil they are planning. Alignment: Good History: Doctor Edward Payne (Kayla's father) began researching a mysterious power source years ago under a government contract, but his research went nowhere, so he was dropped. He didn't give up, and began the search himself, and then through his daughter. What they sought, as it would turn out, was called the Rainbow Scale.
A competitor of Payne's took up the same contract, and with it began to tamper with genetics and machinery. In the end, the entire facility was destroyed, but out of it came the scientists, reformed into machines (the big purple thing was a mutation however). Their head loved history, thus explaining their "clothing". The competitor survived and helped form this group back together, and helped in the rebuilding process.
This group hid in the shadows, knowing society would no longer accept them. And then he located a Shadow Scale, similar to the Rainbow Scale. He used it to gain more power, and become the villain society would deem them all to be. He created a new organization called Zzyzx, and created mechanical soldiers to do his bidding. He uses the Shadow Scale to create monsters to do his bidding.
Once Kayla found the Rainbow Scale, it erupted into energy, passing off to certain people, Kayla included. These people have a proper resonation within their bodies to combat the Shadow Scale's power, and as such must take up the mantle of the Power Rangers Rail Rescue to defeat Zzyzx and their dark goals. Only those who have been imbued with the Scale's power can use the RR equipment.
The origin of the Scales is unknown, although they are from two different sources, that much is clear. It's a race against the clock now for Payne and Zzyzx to find the origin and use it to their advantage.

Group Name: Council of Thirteen Objective: Rule the Magic Land. Alignment: Lawful Good (for they are the law) History: When King Arthur fell to the blade of the traitor Mordred, the great wizard Merlin knew that the age of knights and sorcery would soon come to an end. He gathered his fellow wizards and various non-human creatures with the promise of creating a world just for them (though quite a few of them choose to stay behind on Earth). Merlin used every bit of his magic to create a small pocket dimension amid the folds of reality to house them. He gave his soul in creating this space and his body in creating the land necessary to sustain its new occupants.
A land of magic had been born, simply dubbed the Magic Land (though Merlinland and New Camelot were also proposed). The mages went right to work and build seven great cities, the greatest of which they made the capitol of the new land and called Greyhaven. Livestock had been brought from the other side to breed and plants of pure magic grew from the ground. All was great, though if only you were a mage.
The other races were quickly shunned and forced out of the great cities. They traveled to the far corners of the Magic Land and started their own villages. One of these races is the Akuma, who would come into great conflict with the mages later on in what was later dubbed, half-jokingly, "The Inaugural War."
For hundreds of years, the Magic Land was ruled over by the royal family who took on the name Merlyn after their great founder. Eventually, their court of advisers gained more and more power and prominence until it was they themselves that were running the Magic Land while the royal family remained as figureheads.
Only the most powerful mages in the land get to join the Thirteen Council and only the most powerful among them can take the title of Minister of Magic. Member List:
