Overview:
Owen is a man who is haunted by visions of a faceless killer, and the loss of both his sister and his fiancée. He keeps a cold exterior, and tries to prevent people from getting close to him, because he’d rather be alone, he’d rather be without friends. He knows that letting people get close won’t make them targets, since the killings were random, but he just doesn’t want people around. He’s much more at home being alone, lost in his thoughts and his work.

He was a college professor at one time, his area of study being in physics. Ever since the murders, he’s left teaching and become affiliated with Interpol. They had taken him in and questioned him about the serial killer called The Smile Maker, and when he gave them what he could (which was almost nothing), he wanted to be a part of the manhunt, and join them. Ever since then he’s begun tinkering in technology and working with Interpol.

Owen comes off as very cold and withdrawn now, preferring to speak as little as needed and to focus on his work and his work alone. He has a burning hate in his heart for The Smile Maker, and will do anything he can to murder that man. No courts, no actual justice, just death. To that end he has trained to become a fighter and marksman, in the off chance he would ever meet that man.

He’s very intelligent in multiple fields, and has picked up a great deal in technology these last few years. In the past he always stayed put, but now he’s become more of a world traveler, hunting down the latest reports of the murderer. As such, he’s also run into some other heroes, and while he keeps his vengeance hidden, he does learn and study from them from time to time, and has incorporated them into the technology he’s developed: the Data Cards.

One thing he’s devoted himself to is perfecting the remains of a belt found in rubble by Interpol. Owen put five years of his life into fixing and perfecting it, on top of the five years put in before his time, and as such now calls it “Kamen Rider Decade”. Using the Data Cards of his creation, he can copy other Riders weapons and abilities, and uses them to fight. He’s adding to his arsenal so he can become a hero in the eyes of others, because he feels he can make something of himself before he murders a murderer.

He has a dry sense of humor, and holds some wit, but has no time for joking, or much talking. He holds an honor and chivalry about him, and will always help a woman in need (a man? Maybe), especially if they remind him of his sister or fiancée. He always prefers to spend as much time as possible alone, from dining to living arrangements. He doesn’t find it lonely, except for some long nights where he longs for those he’s lost. They haunt him, and he has given up drinking because of it, and because of some of the violent fits he’s thrown over their images appearing to him. Alcohol still tempts him, however, but he’s been sober for three years.

  Fighting Style: He likes to use his Rider Book’s firearm mode, and then transition into swift, efficient combat. On monsters that’s more difficult, so he uses whatever weapon looks like it might work.

  Abilities: Higher stats, can utilize short speed bursts via his cuff and boot links.

Owen was born in Spain, the homeland of his mother. His father was a Frenchman visiting on business, and they fell in love and married after a year. Owen spent the first few years of his life in Vigo, Spain, before job opportunities drew them both to America.

Living in New York City, Owen lost his accent after a few years, and attended school there. His sister Anna was born when he was seven. He was always a good student, and from an early age had figured he wanted to be a teacher, since one of his teachers had inspired him.

He and Anna grew close as they grew up, and he always took care of her. He stayed in New York City through college, graduating with a degree to teach college physics. He became a professor that a lot of people liked, and was good at what he did. His sister remained in the area as well, and they were still close.

Owen fell for a woman he met on the subway one day, Megan. The two began to date after they started talking and found a mutual attraction. They became close, and after two years became engaged. Anna and Megan got along well, and spent time together often.

One day Owen returned home to meet with the two of them, and found them dead. Their faces had been slashed open and given Glasgow Smiles by a serial killer called The Smile Maker. Owen broke down and withdrew himself. He quit his job and didn’t know what to do with his life. Interpol questioned him one day, and he wanted to become a part of their search. Someone liked what they saw in Owen, and he was recruited as an affiliate.

He was given training, and taught how to use new technologies that were beyond him. He took over a project that had been developed for five years on a belt, and put five years of his life into it. When the belt was fixed, he called it “Decade”, for obvious reasons. He became dedicated to hunting down and murdering the serial killer, and did world traveling in an attempt to find him, if he could.

With the Decade system, he also created Data Cards, which would allow him to copy the data of other Kamen Riders and use them with his system. On his travels he met Sierra Forrester and copied her Black Kabuto powers, and he met a man named Hibiki, and copied his Oni powers.

Owen is still no closer to finding The Smile Maker, and will do anything to find him and murder him.
