Overview:
A dyed-in-the-wool agent of justice, Jason Reeve is your average modern-day detective... or he would be if he had a normal day job. Instead, he's among the best of the best- Interpol. He'd tell you it was living his dream if it weren't for the fact that they immediately assigned him to look into some of the weirdest cases they could find. But like anyone else, he knows that his job's got value and if someone's got to do it, it may as well be him. He isn't afraid to dig around for his cases in some of the places other officers of the law wouldn't bother with in their right minds, nor is he averse to getting some of his information the "old-fashioned" way, either- whether that involves knowing a few people or roughing up a few more. Ultimately, though, his lot lies with ensuring that no matter where he is, the world is kept safe from any and everyone who represents a danger to it, and making sure that those threats are dealt with accordingly- and preferably locked away far from the light of day.

Abilities: Able to create energy projections in the form of skulls, which usually complement his strongest attacks and Maximum Drives.
Finisher(s):- Silhouette Kick - Skull's weaker Rider Kick, performed as a jumping somersault and flying kick after initiating Maximum Drive. The kick is accompanied by swirling purple energy around his kicking foot.
- Hissatsu Kick - Skull's stronger Rider Kick. Initiating Maximum Drive for this attack causes the "bone" design on Skull's chest to open up, forming a large purple energy skull in front of him that can repel attackers before floating upward. Skull then jumps into the air and uses a flying roundhouse kick to hurl the energy skull at the enemy to finish them.
- Skull Punisher - Skull's primary and most powerful finisher. Skull initiates the Maximum Drive for this attack by putting the Skull Memory into the Skull Magnum's memory slot, which charges up a powerful shot capable of felling most enemies.

- SkullBoilder - Skull's custom Rider Machine, built on the Honda CBR 1000 platform. It is armed with a set of firearms called Universal Launchers for combat.
History
Jason Reeve is a career policeman. Having grown up in New York City, he could tell you that an officer of the law is one of the most important people to have around. His grandfather was a cop, his dad was a cop, and as soon as he got out of college at age 22, he became one of New York's finest himself. He served in the NYPD for seven years with distinction, making a name for himself as a no-nonsense officer with an eye for details and a mind like a steel trap when it came to figuring out strange circumstances in any case he was assigned to. There were even cases where it seemed like he would bite the hand feeding him, turning on superiors if things started going in a way he didn't consider in line with the general conception of order and justice- and he'd be right. Twice, his precinct was "cleaned up" due to his suspicions, and a few high-ranking officers would later be found in the news with information regarding corruption and obstruction of justice. He seemed like a rising star where he was, but fate had something else in store for him.A recruiter from Interpol had showed up in New York, and no less at his precinct- the man was the classy, old-school detective type, and after tagging along on a couple of cases with him, Reeve had respect for the way he operated. One particular case they worked on together ended up leading to a "black market" of sorts, deep within New York City- a seemingly-harmless trade of USB drive-like devices that had begun showing up at various crime scenes in the city. Reeve had even found a few of those devices in his cases before... and the recruiter seemed to know more about them than he did. Given the experience, the recruiter decided it was time to bring Reeve from the NYPD and into the big leagues, starting him on cases involving what Interpol called "Gaia Memories" around the world and incidents related to them. Over the next two years, he found that there were strange occurrences and creatures popping up in the cases he worked that went beyond the natural world and even beyond the scope of his mission alone, and his mentor decided that it was time he was brought into the Memory Project - an attempt to harness the strange abilities of the Gaia Memories through a controlled system, and use their powers for the greater good.
Many of the Memories found were considered unfit for testing; the Lost Driver that Interpol had obtained from an unknown source wouldn't accept them or use their abilities. In some cases, the driver even neutralized some of the Memories brought in for testing- either by rendering them inert or in more violent cases, destroying them upon contact. The only exception that Interpol's laboratories had found was the Skull Memory- the Lost Driver not only accepted that memory but also confirmed several theories about how the memories seemed to work. As the only "refined" Gaia Memory that they had found, the Skull Memory had the most testing done, and even had some R&D based on its functions to create the Skull Magnum- a firearm capable of more potent firepower than most widely-available weapons in the world. As part of their efforts, Reeve was chosen to be the authorized user and field tester of the Lost Driver and Skull Memory, as part of his work toward discovering more about the Gaia Memories and their sudden connection to the criminal underworld. For three years, Reeve has used his power as Kamen Rider Skull to continue protecting the innocent from threats both mundane and monstrous, providing valuable data to Interpol on the capabilities of the Skull Memory and continuing his mission to get to the bottom of the Gaia Memories' true purpose.
