Using funding from Smart Brain, Doctor Endo has developed a great deal of rider systems for them to use in their conquest of Earth.
Endo, being the mischievous fox he is, has put in a few surprise features in every belt that the head honchos at Smart Brain have no idea about.
First, it increases any psychic abilities of the user by an extraordinary amount and unlocks any latent psychic potential that the user may have.
Second, anyone can use his belts though the Orphnoches wanted them to be designed so only they could use them.
Third, each belt registers one unique bio signature belonging to the first person to use the belt. That belt can only be used be that same user (effectively eliminating the belt switch).
However, with permission by the primary user, the belt can register guest users that will be able to access the belt's transforming capabilities.
Fourth, the belt's primary user can be reset using a special code typed into the phone that only Endo knows.
Fifth, each belt contains a built-in tracking device so Endo can monitor each user's activity.
Being the enigmatic bastard he is, he's allowed several of his belts to escape Smart Brain's labs and find their way into the hands of certain individuals who use these systems for their own purposes.
