Overview:
Kizaki is loyal, doing his job despite how he personally feels about it. He follows orders; he’s a soldier. He has the best interests of the people at heart, and believes that the end justifies the means.

He comes off as cold, calculating, and stuck up. He also comes off as cruel to some, a humorless man who will hurt whoever he has to in order to keep the peace. He commands the Mage army, but has kept power from going to his head. He’s able to see things rationally, but has to divorce himself from things that happen.

His conscious doesn’t always feel good about his path, everything he does. He knows he has to do it; he has to stop rogue wizards and Phantoms, and protect everyone. He does what he has to in order to keep the peace, and knows anyone in his position has to make these hard decisions. He doesn’t believe he’s always doing the right thing, but as long as it works out.

He’s intelligent and well versed in magic, including rings, runes and other types of magic. He acts like a father to his men, but doesn’t like most of them, because a number of them have no problems with what they’re doing. He tries to keep himself from those men, so they don’t change his way of thinking.

He’s still human, no matter what happens to him or about him.

  Fighting Style: He focuses on using his cape to hide his movements of his arm. He’s a skilled staff fighter, and favors the Scraper combined with supporting spells and heavy use of the Mirage Magnum.
  Weapons: Scratch Nail claw, Rider Scraper broomstick/spear, Rings (see below), Mirage Magnum, which can focus his Lion Phantom’s power.
  Abilities: Increased stats, magical ability, flight via Scraper, ability to magically form Rings onto his claw (since manually replacing them would be difficult). He can focus mana into his hands to allow for claw-like slashes of mana, themed after his Lion Phantom. He can also absorb mana (destroying an enemy, or splitting mana from an attack through use of his lion claws or a similar means when meeting a magical blast head on).

He was born in Tokyo, his father a firefighter, his mother an EMT, and he had a younger sister. He grew up with a sense of duty among the household, and was taught to look out for people, as his parents did. They had hopes for him, but those hopes were dashed by the death of his father in a fire which had gone out of control because of magic. He became distant from his mother, and his friends in school. He began to focus alone on his magic.

The senses of duty his parents had given him remained, but he also wondered why you should die for people. But he grew out of it, going back, for the most part, albeit a bit colder and angrier. He had not despaired. He knew he could never fall to despair; he was a magician, he needed to work on his skills and become stronger.

His father hadn’t been a strong enough magician, nor had the other firefighters. The magical fire had killed before it could be tamed. He knew his mother wasn’t a strong enough magician either, and his younger sister hadn’t focused as much on it. Kizaki chose another path; he was going to learn more than them.

One day a Phantom attacked and he did what he could. He wasn’t able to defeat it, however, and the Phantom rampaged. His sister was killed, and his mother wounded. He managed to conjure up enough magic to wound the Phantom, but then the Mages took care of it.

Kizaki enlisted and became a Mage in the military unit. He used his parents and sister as a way to drive himself and push himself further. Over the years he grew in power and authority, and eventually became commander of the entire unit, and gained a new form granted upon him by the Minister.

Kizaki used the power of the Lion Phantom to become Kamen Rider Lio, ruling over the Mage army, dedicated to not letting others feel the pain he’s felt, and to destroying all Phantoms and rogue magicians.
